Separate user policies for Programs and Game Saves windows

Description

At the moment Programs and Game Saves both use the same user policy, so you can't block Game Saves from being modified while still allowing a user to launch programs. This is a bit of a problem if you want to lock down an XBOX from being messed with my children or other more volatile users.
